The National Council of Entrepreneurial Tech Transfer (NCET2) has created a Startup Development Program, a development platform where our Startup Development Officers help university faculty, researchers, and students create, develop and fund corporate-aligned startups from the $137 billion federally-funded research in university and federal labs.

NCET2 Startup Development Programs and How to Participate

1. IP2Startup Program: The IP2Startup Program is designed to identify university and federal lab IP for licensing and startup creation with Fortune 500 feedback

  • Universities submit at least 10 IP to be reviewed and scored by our Corporate Selection Committee
  • Corporate members of our Corporate Selection Committee receive, review, and score IP from universities and federal labs in your technology interest areas (1) to license directly or (2) to have NCET2 create, develop and fund startups that align with corporate business needs
  • IP that receive interest from corporates in the Corporate Selection Committee will be considered for the Startup Development Program

2. Startup Development Officer Program:

  • SDOs are former Fortune 500 executives, angel investors, and serial entrepreneurs with extensive knowledge and experience in startups development, who assist startups created from our IP2Startup Program through successful milestones to a significant market impact
  • Get to know our SDOs here

3. Partner Showcases and Virtual Showcases: 

  • Startups that go through the first screening will be invited to present in a Virtual Showcase to NCET2 SDOs. Startups will be scored and be given live feedback
  • Universities submit startups to be reviewed and scored by our Corporate Selection Committee
  • Corporates receive, review, and score startups created from our IP2Startup program, and those created independently by universities and federal labs
  • Top scoring startups will be shortlisted initially and from the shortlisted startups the highest scoring startups will be given presentation slots at any of the partner showcases present live in front of corporates and investors

4. National Angels:

  • The National Angels is an angel group created by NCET2 to specifically fund university startups across the country. Investments range from $150,000 to $2 million
  • Startups applying for the Partner Showcases will also be considered for investments from the National Angels
  • Startups that have done a Virtual Showcase with the SDOs and scored by our Corporate Selection Committee are eligible
  • The National Angels invests in companies in the following technical areas: Pharma/Med, Chemicals & Clean Tech, Advanced Manufacturing, and Information & Communication Technology




  • Access to professional SDO talent to help align IP and startups to IPO markets and corporate exits/strategic partnerships


  • Moving IP to market for significant market impacts
  • Graduating students into startups and working with Fortune 500

Fortune 500 Corporates

  • De-risked products and startups aligned to technology and business strategy needs for business units

Angel and VC Investors

  • Better ROI with aligned exits and strategic partnerships with corporates
